Landlords have a sixty day window to sign up a tenant for the Rental Lien Exemption program from the date their tenant starts water service. Occasionally, landlords have had the issue where their tenant does not start service in their name, the landlord is not aware of this when they sign the tenant up for the Rental Lien Exemption program the application is denied.
