Clean Water Program

Residential properties are billed $3.35 per month ($10.05 per quarter) per equivalent residential unit (ERU). Non-residential customers are billed at the same rate for every 2,600 square feet of impervious surface area, which equals one ERU. These charges fund maintenance, repair and improvements of the City's stormwater drainage systems.

The funding method is based on the square footage of impervious surface area on a property, such as driveways and roofs, which prevents rainwater from being absorbed into the ground and increases runoff into storm sewers and creeks. This method of calculating charges has been legally accepted nationwide. Impervious surface areas for all non-single-family residential properties were calculated using GIS software, aerial photos, and parcel data from the Scott County Auditor's Office.
