Presidential Disaster Declaration Opens up Individual Assistance for Flood and July 15 Storm

The Iowa Department of Homeland Security and FEMA have announced the opening of a Disaster Recovery Center to support individuals impacted by the July 2024 flood and July 15, 2024, storm and F1 tornado.
Recovery specialists from FEMA and the U.S. Small Business Administration will provide information on available services, explain assistance programs and help survivors complete or check the status of their applications.
The Disaster Recovery Center (DRC) is located at the former Davenport Fire Station #3 located at 3506 N Harrison St, Davenport.
Beginning at 1 p.m., Thursday, September 5, the DRC will be open Monday through Saturday, 8 a.m. to 6 p.m. The center will be closed on Sundays.
The agencies encourage impacted individuals to apply for assistance online or by phone before visiting the Disaster Recovery Center. Applications can be made in the following ways:

The Scott County community has been added to a Presidential Disaster Declaration for Individual Assistance (support for the pubic) for those impacted by summer flooding and the F1 tornado that came through the area on July 15. Receiving the declaration opens up additional public assistance opportunities outside of state of Iowa grant and case management assistance previously available. FEMA has arrived in Scott County and is working to assess the needs of residents impacted by either the river flooding or tornado.
Here are some important items to know as FEMA conducts their assessment:
- FEMA personnel will be visiting impacted neighborhoods door-to-door.
- For your safety, ALL FEMA staff will be wearing vests labeled “FEMA” and carrying government ID cards. If individuals without these credentials request access to your property, they should NOT be allowed onto your property or into your home.
- FEMA will not enter your home, fenced areas, or garages without your permission.
- FEMA will not ask for money or request payment for their services.
- FEMA staff will not try to sell you anything.
FEMA will be coordinating casework and communication with the Scott County Emergency Management Agency. We will update this page as updates are released.
