Land Disturbing / Construction Site Erosion Control / Post Construction Stormwater Management

Activities that disturb more than one acre of land require certain stormwater run-off management activities.  These requirements are in place, in accordance with the Clean Water Act and the EPA National Pollutant Discharge Elimination System, to reduce water pollution and to ensure no adverse impact to downstream properties and waterways.

Construction Site Erosion and Sediment Control (COSESCO) Permit

  • Required for any project which:
    • Disturbs more than 5,000 sq ft of land (grading, additions, redevelopment);
    • Is new construction; or
    • Is part of a larger common plan of development, such as a subdivision.
  • Permit Application must be accompanied by, but not limited to: 
    • Erosion Control Plan
    • Storm Water Pollution Prevention Plan (SWPPP)
    • Site Plan detailing stormwater pollution prevention controls
    • NPDES Permit from Iowa DNR (if applicable)

Post Construction Stormwater Management

  • Water quality practices are required to be incorporated into the design and construction of any project which creates 5,000 sq ft of new impervious surface. 
  • Detention is required for any project which:
    • Disturbs more than 5,000 sq ft of land (grading, additions, redevelopment);
    • Is new construction; or
    • Is part of a larger common plan of development, such as a subdivision.
  • Refer to City Code Chapter 13.34, the Iowa Stormwater Management Manual and our Stormwater Manual for details on requirements.
  • Includes, but is not limited to: vegetated buffer requirements along waterways, topsoil retention requirements, and detention requirements.

Demolition Permit

Fill Permit

  • Required for all activities which require fill to be placed.
  • Permit Application must be accompanied by, but not limited to: 
    • COSESCO Permit Application (see above) 
    • Erosion Control Plan
    • Storm Water Pollution Prevention Plan (SWPPP)
    • Site Plan detailing stormwater pollution prevention controls
    • NPDES Permit from Iowa DNR (if applicable)
  • Requires a Floodplain Development Permit if filling in a floodplain.  Find details at this link.
